System and service specification
Our technical services include the development of
specifications for IT systems and services. This may be
carried out as a stand alone exercise or in conjunction with an
evaluation of technical options for meeting the requirements or
with a market assessment to identify potential suppliers and the
likely fit of their services/systems. Examples of our work
in this area are:
- Numerous exercises to develop
specifications for NHS and social care system requirements.
These studies have included specifications for functional
requirements, system integration and implementation, system
performance, and support services. The service areas
covered include Electronic Patient Records, Patient
Administration Systems, Clinical Reporting and Departmental
Systems (Pathology etc.), Community and Child health
Systems, Mental Health Systems, Single Assessment Process
and Common Assessment Systems, Financial Assessment and
Charging Systems.
- Development of service specifications and
service level agreements for a range of system and technical
services in the context of commercial outsourcing and public
sector shared service arrangements.
- Analysis of the systems and data
requirements for the House of Lords’ Registry office.
- A national specification for cancer
registry systems.
- Options and requirements for the national
co-ordination of the availability of Intensive Care Unit
(ICU) beds and specification for the establishment of a
national ICU bed-state register.
- Definition of the strategic approach to
the configuration, management and procurement of PCs and
servers.
- Review of the options and requirements for
inclusion of IT services within a PFI re-build contract.
- Review and definition of medical records
service inclusion in a PFI re-build contract.
- Review of software architecture and
network issues around a multi-practice primary care
procurement for a Health Authority.
- Development of the definition of the
service components to be provided by the National Strategic
Tracing Service (NSTS) as part of the new NHS number
programme.
- Specification of the Connections System, a
web-based programme-management tracking system, for the
Modernisation Agency of the Department of Health.
- Design of the user requirements and
‘Output Based Specification’ for a major health and social
care portal, part of an LGOL initiative, for the Tees Valley
Health and Social Care Partnership (TVHSCP). The
system defined included a sophisticated content management
system, careful consideration of taxonomies, personalisation
of the ‘home’ page, and the collation of links and content
from a large number of sites containing related and detailed
information.
- Development of a service specification for
the re-procurement of the PRIMIS service (Primary Care
Information Services). The PRIMIS service provides a
training and support service to help GPs and their staff to
provide quality patient care by making the best use of their
clinical computer systems and improving data quality and
information management.
- Specification of requirements for a number
of developments to support awarding organisations including
unit bank facilities and specification of systems to support
the full operational requirements of awarding bodies.
- Advice to awarding organisations on the
technical and systems implications of QCF compliance and
related national developments.
